I had this same issue and solved by doing this. On the Security tab of the properties screen on the VPN connection, select PPTP for the type. Select Allow these protocols and select MS-CHAP v2. Optional - Select Automatically use my Windows Logon name and password (if applicable) Best of luck

This issue isn't related to the service but is a problem with the Windows 8.1 upgrade process that a small number of users have been experiencing and not isolated to just Viscosity. If you are unable to activate the adapters from device manager, you will need to Uninstall Viscosity then restart your computer.
